Elaboration of a speech synthesis model based on free or open source solution. There are several solutions for Macedonian and Russian languages that are very similar to Bulgarian which we actually need.

We can provide the following:
1. Complete text to speech system with windows SAPI /Windows XP/ - which is commercial software. We need such a system based on free or open source solution;
2. Dictionaries and hyphenation - for Open Office 3.2 and MS Office XP;
3. Bulgarian Grammar for LKB Builder Parcer - http://wiki.delph-in.net/moin/LkbTop;
4. Morphosyntactic Tagset for Bulgarian;
5. XML grammar system in Bulgarian.

The developer should:
1. Choose free or open source text-to-speech synthesis software,
2. To adapt Bulgarian grammar to the system,
3. To prepare a task list for record of voices,
4. To compile the whole system.

The system should be compatible with Linux and Windows platforms.
